The Cleaner Vehicle Discount, which replaced the Ultra Low Emission Discount (ULED) in 2019, will be coming to an end on 25th December 2025.

What is the cleaner vehicle discount?

This discount offers drivers of battery electric or hydrogen fuel cell vehicles a 100% discount on the £15 Congestion Charge for travelling in and around Central London.

What does this mean?

From 25th December 2025, all vehicle owners will be required to pay to enter the Congestion Charge zone during charging hours, unless they are eligible for another exemption.

The Congestion Charge is a daily charge of £15 for vehicles that drive within the Congestion Charge zone between 7:00-18:00 Monday to Friday and 12:00-18:00 Saturday to Sunday and bank holidays. There is no charge between Christmas Day and New Year’s Day bank holidays.

Electric vehicles remain exempt from the ULEZ charge.

Can you still apply?

You can still apply for the Cleaner Vehicle Discount. However, if you renew now, you will get less than 12 months of the discount and the £10 charge to register/renew will still apply.

What are the other Congestion Charge exemptions?

The following vehicles are exempt from paying the Congestion Charge:

  • Emergency service vehicles such as ambulances and fire engines (taxation class of “ambulance” or “fire engine” on the date of travel)
  • NHS vehicles that are exempt from vehicle tax
  • Vehicles used by disabled people (“disabled” taxation class)
  • Vehicles for more than one disabled person (“disabled” taxation class)
  • Two-wheeled motorbikes and mopeds
  • Buses
  • HM Coastguard and Port Authorities
  • Some operational vehicles used by the London boroughs
  • The armed forces
  • Royal Parks Agency
  • Breakdown organisations
  • Taxis licensed with London Taxi and Private Hire (TPH) – does not include private hire vehicles, unless they are designated as wheelchair-accessible vehicles.
